Earlier this year, Governor Brown decided that instead of restoring much needed funding to California's education and safety net programs, he'd put a billion dollars in reserve for a rainy day.California was on a path to begin restoring the devastating cuts that have been made to families, students, and children. This new threat derails that possibility. And it's dumb.
